Shaol Lake Chief and Council break ground for new MiniMall and Gas Bar / Tina Pelltier Photography


Shoal Lake Cree Nation is developing a $5.6 million dollar Mini Mall and Gas Bar in the community as part of their long-term economic strategic plan to develop jobs, increase revenue, and provide more services and retail opportunities to on-reserve.

On September 24, 2025, the leadership of the community gathered to break ground and celebrate the major first step of the development process.

“This project has been a long time coming, with years of planning to ensure it belongs to our people. It represents progress, opportunity, and essential services right here at home. Shoal Lake Cree Nation understood the importance of having a MiniMall to provide our members and visitors with access to amenities and necessities. Millions of dollars leave our community each year for basic needs — this development keeps those funds here, supports our path to self-sufficiency, and creates jobs in business, retail, administration, and trades. It is a proud moment for our Nation, and we look forward to opening the doors in spring 2026,” said Chief Marcel Head, Shoal Lake Cree Nation.

Planning and proposal work began  in 2022.

The previous grocery store in Shoal Lake was the inspiration for the new facility.

“Recreating a mall has been a dream of mine ever since our first grocery store stood here decades ago. That retail store gave us services, but also something more — pride and a sense of ownership. To see this vision come back to life after so much planning and determination fills me with gratitude. This is not only about retail space. It is about strengthening our community, giving the next generation something lasting, and proving that the best is yet to come,” explained Charles Whitecap, Community Consultant, Shoal Lake Cree Nation.

Construction is expected to be completed in spring of 2026.

“Our team is excited to roll up our sleeves and get to work. This development is not just about pouring concrete. It is about building a future the community can count on. The jobs created during construction will bring immediate benefits, while the retail services will support families for years to come. We know how important this project is, and we are proud to help make it a reality. Step by step, we will deliver a facility that reflects the vision of Shoal Lake Cree Nation,” said Vice President Peter Shoulak, SEKO Construction.

Indigenous Services Canada have invested $2 million dollars to this project, with the balance supported through bridge and loan financing from Peace Hills Trust.
