A candidate for chief of the Assembly of First Nations is outraged about what he says is a lack of consultation by Indian Affairs.

Perry Bellegarde is reacting to a leaked Indian Affairs document which outlines plans to change things like the way band-custom elections are held.

Other changes involve how pensions for some band-officials are treated.

he says the Granting of access to information requests for members might also be affected.

Bellegarde says in order to make changes that will work, Aboriginal people have to be involved right from the beginning.

Rules shouldn’t be handed down from on top, but should be worked out together, Bellegarde says.
